Political accountability

Records, not rumors.

Every case is labeled with its exact legal status and linked to an official or reputable source. An allegation is never shown as a fact, and a missing record is never shown as a clean record.

Status labels

What each status means

Allegation

A claim made publicly by a person or group. No complaint has necessarily been filed. Never a finding.

Complaint filed

A formal complaint was lodged with an agency (Ombudsman, DILG, Sanggunian, court). Not a finding.

Under investigation

An agency is gathering evidence. No conclusion has been reached.

Pending case

A case or impeachment is before a court or tribunal. Presumption of innocence applies.

Administrative finding

An agency (e.g. COA, Ombudsman) issued an administrative ruling. This is not a criminal conviction and may be appealed.

Convicted

A court found the person guilty. Note whether the decision is final or on appeal.

Acquitted

A court found the person not guilty.

Dismissed

The case or complaint was dismissed.

Case resolved

The proceeding has ended (e.g. settled or moot).

No verified records found

Shown as “No verified public records found in the available sources.” This is never a “clean record” badge.

Documented records

Legal & impeachment records (2)

Only records whose status is unambiguous and documented in cited sources. Court documents from the Sandiganbayan, Supreme Court and Ombudsman are imported through the admin panel.

Public Accountability & Performance Index

A transparent, editable methodology

The index is optional, configurable and fully explained. It is never an AI-generated score, never claims to measure integrity, and never subtracts points for unproven allegations.

Weights (adjust to see how scores change)

What each indicator measures

  • Legislative performance
Measures authored/sponsored that advanced, weighted by stage reached (filed < passed one chamber < enacted). Filed bills are never counted as laws.
  • Public service delivery
DILG Seal of Good Local Governance criteria and service-standard compliance (for executives).
  • Project completion
Share of projects under the official's direct implementing authority completed on time.
  • Transparency
Full Disclosure Policy compliance, SALN availability, published procurement.
  • Campaign promise fulfillment
Share of tracked promises with documentary evidence of completion (campaign statements alone never count).
  • Public accountability
Unqualified COA audit opinions and timely responses to audit findings. Unproven allegations are NEVER penalized.
  • Attendance
    Session attendance rate.
  • Budget utilization
Obligations ÷ allotments for offices the official directly controls.
Calculation: Σ(indicator × weight) ÷ Σ(weights of indicators with data). Each indicator is published with its time period and source. If indicators covering less than 70% of the total weight have data, the result reads “Insufficient data for a reliable assessment.”
Optional Leadership Assessment (separate from the index): based on clearly identified criteria — crisis response documented in official reports, inter-agency coordination, and adoption of development plans. It is shown only where an assessor and rubric are published.
No officials are ranked yet
Rankings are only published once every indicator has an official source for each official compared (COA audit opinions, DBM/BLGF fiscal data, DILG Seal of Good Local Governance, PSA outcomes). No fictional or estimated scores are shown.
