As declared by the official in their Statement of Assets, Liabilities and Net Worth, via SALN Tracker Philippines (BetterGov.ph). SALNs are filed only while in public service, so the earliest one is usually the entry statement. Assets are often declared at acquisition cost, not market value. A rise in declared net worth is not by itself evidence of wrongdoing.

Reading these figures

Every number is exactly what the official declared in their SALN. Nothing is estimated. Assets are usually declared at acquisition cost, so the real market value may be higher.

SALNs are filed only while someone is in public service, so there is almost never a statement from before they took office. The earliest statement on record — often the entry SALN filed on assuming office — is the closest available “before”.

Only national officials are covered. SALNs of governors, mayors, councilors and barangay officials are not publicly released in bulk; they must be requested from the Office of the Ombudsman or the Civil Service Commission one by one, and requests are often limited.

A rise in declared net worth can come from salaries, inheritance, a spouse’s income, business or asset revaluation. On its own it is not evidence of wrongdoing.
